If you haven't read part 1 of the article. Click here>>

In 1991, medical camp was setup near Elkatta village. All doctors in the camp were private doctors. And thy tested the people and given a report stating that most of the people were affected with silicosis.

People filed petitions with the help of BDS before the commissioner for women’s compensation, hyd. Then, it was ordered to a health check-up in the area of shadnagar. But ESI refused to conduct the health camp. Institute of occupational health (NIOH), Bangalore too refused to take it up.

United) AP govt. wrote a letter to the chest hospital to conduct a health camp in shadnagar. After the completion of check-up, they released a report. In that report they stated that there were no people who affected with silicosis. Later, followed by a complaint, DGMAS seized all the records of APMDC in 1994-95, but the result is nothing.

Court intervention:

In 1995, NHRC taken-up the issue followed by a complaint filed by BDS. But the people of elkatta got nothing with the intervention of NHRC.
With the help of BDS, local people moved to high court of AP at Hyderabad under section 226 in the year 2000. In 2013, court ordered to the APMDC to prepare a scheme to safeguard the lives of the people. In the same year AG of AP placed a scheme before the HC. The scheme entitled the APMDC to pay compensation to the people who affected with silicosis. But there was no compensation to the people.

After many year in 2018 an official team of Telangana govt. visited the villages. The scheme that placed before the HC mandates the requirement of documents of employment proof and worker confirmation. How that uneducated and poor families will have that 40 years old documents.

Govt. Should give compensation to silicosis affected families on humanitarian basis.
